Spies, known for his expertise in election law, was hired by the R.N.C. in March but faced criticism soon after starting.
Despite efforts to highlight his past work for various Republican campaigns, including Gov. Ron DeSantis and Mitt Romney, concerns about conflicts of interest arose. The fact that Spies did not take a leave from his firm, which still has ties to DeSantis, became a significant point of contention for Trump officials.
The Trump campaign and R.N.C. have not commented on Spies’ departure. The relationship between DeSantis and Trump, as well as fundraising efforts for the Trump team, also played a role in the decision.
